Job description

Ensure that commercial resources are adequate for successful delivery of the project.

Demonstrate a high level of commercial and technical knowledge and work as part of the Project Team.

Develop & manage a strategic contract that reflects customer’s needs and take account of legalisation, Health & Safety, fraud prevention, sustainability and workforce issues.

Ensure other contractual obligations are fulfilled, including Health & Safety and sustainability.

Maintain and manage project risk registers to ensure early identification of risks and ensure that contingencies are in place to manage and minimise the risks.

Implement and comply fully with NMDC’s Commercial Procedures at site level.

Ensure the maximising of cash flow through the timely preparation of valuations, submission of invoices and receipt of payment.

Ensure that project teams have a good commercial understanding and focus, giving the appropriate motivation and leading by personal example.

Manage the timely procurement of subcontractors.

To take ownership of Objectives set by Management / Department Head.

To support the Head of Contracts/Commercial in the development & implementation of the supplier performance & contract management strategy.

Contribute to budget preparation of Commercial Department.

Deliver optimum performance levels for major service contracts with in the contracts portfolio.

Manage the prompt preparation of variations, claims and disputes.

Manage, control and provide work guidance to assigned personnel, promote knowledge sharing and learning and development of team who are able to think out of the box.

Provide expert advice to departments on relevant contracts, in compliance with appropriate legislation, budgets, professional standards and the NMDC’s vision and values.

Responsible for developing and managing strategic contracts in accordance with the NMDC’s vision, policies, governance arrangement and values.

Support the NMDC’s business continuity planning by providing expert advice & guidance where required.

Develop close working relationship with the NMDC’s Legal services department regarding all matters relating to contractual terms and conditions, new legislation and other relevant legal matters.

This is a generalist view of a Job that you have been assigned for – at times you may be requested to do above/beyond the scope of this role due to Operational requirements.

We are currently recruiting for a Senior Contracts Engineer to join the commercial team based in our head office in Abu Dhabi. The Senior Contracts Engineer will work on multiple contracts simultaneously ensuring commercial objectives are achieved. 

Responsibilities

Education

• Minimum of 7 years relevant experience in dredging, construction of marine projects or civil infrastructure construction. 
• Well versed in FIDIC conditions of contract 
• Strong communication skills with ability to adapt communication style depending on the audience 
• Experience managing personnel from different cultural backgrounds

Job description

- Operate the dredger and booster optimally and safely according to HSE requirements.

- Operate the dredger and booster at a maximum daily production, according to the operational capabilities of the dredger and boosters and ensure the daily production according to the project requirements.

- Provide input on the planning in arrangment with the Chief Engineer on a day to day basis to the Sr. Dredge Master.

- Provide accurate information to Sr. Dredge Master on work done/ performance, accidents/ delays, status of assets and work forecasts aligned with project requirements.

- Implement and control the HSE requirements; respond to Q/HSE reports and ensure solutions for addressed issues are implemented.

- Delegate specific responsibilities to dredge mates. Assess their performance and suggest efficiency improvement activities. Identify risks and appropriate mitigations.

- Inform the Sr. Dredge Master on Dredger- and spare parts requirements for the deck site.

- Provide guidance towards operational dredging crew; escalate to Sr. Dredge Master if issues cannot be solved.

- Cooperate constructively and efficiently wih dredging crew, chief engineer and Sr. Dredge Master and or dredge supervisor on a regular basis.

- First point of contact for operational dredging crew and chief engineer if Sr. Dredge Master is off duty or absent.

- Provide input on the performance and development of project staff as part of the performance evaluation process.

- Coordinate and execute the yearly performance evaluation process for the operational crew

Plays an active role in the development of the safety culture on the project, making safety a natural part of all work performed.

Performs on-site management, supervision and coordination of all self-performed and contracted work.

Ensures execution of field construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards.

Controls project schedule and cost through the efficient use of all construction resources and contractors.

Oversees the development of project schedules in cooperation with the construction engineers and contractors.

Ensures that daily and weekly short-range planning is maintained down to the foreman level.

Reviews design scope and approach with regard to constructability and submits recommendations for change.

Determines manpower levels to attain schedule milestones and monitors manpower levels and craft mixes to ensure conformance with the construction plan.

Monitors productivity and cost and implements appropriate action to maintain maximum labor productivity and cost-effectiveness.

Controls change/scope creep, ensuring that all scope changes are quickly and properly documented and that change orders are approved prior to the performance of work.

Assists the Site Industrial Relations in the overall administration of labor relations policies.

Manages the contractual commitments of contractors, including cost, quality, and schedule and coordinates their field activities.

Plans and manages the projects temporary facilities.

Maintains quality of all work in accordance with the standards as specified in the design documents

Ensure effective construction equipment use and maintenance program.

Ensure an effective plan for the supply and control of tools and supplies.

In general:

Organizing and supervising the execution of the dredging works for which he is responsible according to the preset planning, budgeting and the applied methods, also observing the standards as to quality, safety and environmental care and with as little risk as possible to persons and equipment.

Specially:

Is responsible for the execution of the dredging works. He organizes the work, so that the work is carried out to the required standards of safety and quality with a minimum of risk to persons and equipment.

Is responsible for the most cost-effective method of execution and monitors daily the actual – versus estimated output.

Supervises the SDM on all operational planning and execution of dredging works and seeks together with SDM, Technical Superintendent and Production Department for the most productive way of dredging, i.e. the right choice of cutter, suction heads, impellers, number of pumps, choice of dredging cycle, etc.

Reporting of defects to vessels or their auxiliary equipment to the Technical Department, the Project Manager and the  Head office

Daily reporting to and consultation with the Project-Works -Manager, the Project Team on the operational activities, more in particular on the progress of the works for which he is responsible.
